Eliminating the reshuffle in the inevitable smoking package "big" strategic layout gradually formed

With the gradual establishment of a strategic framework characterized by "big brands, big markets, and big enterprises" in China's tobacco industry, the cigarette printing sector is undergoing inevitable restructuring. Printing companies that were once affiliated with small tobacco factories and focused on producing minor cigarette brands are increasingly being phased out. As a result, orders for high-profile cigarette brands and single-brand packaging have become concentrated among large-scale printing companies that possess strong production capabilities and advanced technical expertise. To meet the growing demands of tobacco companies—especially for high-volume and fast-turnaround orders—cigarette packaging printers must continuously enhance their technological innovation, quality control, and order responsiveness. Since the implementation of the YC263-2008 standard, which limits volatile organic compounds (VOCs) in cigarette strips and box packaging papers, controlling VOC emissions has become a key focus for many printing companies, leading to significant improvements. However, as the Chinese government intensifies its environmental protection efforts and increases scrutiny on pollution control, the tobacco industry is considering even stricter revisions to VOC standards for cigarette packaging. Under these new considerations, while the original limit values remain unchanged, benzene will still be a critical “no-go” indicator. At the same time, the thresholds for the remaining 15 compound indicators will not be relaxed. Although this updated requirement has not yet been formalized into an official enforcement document, it has already been piloted in certain regions. In response, cigarette packaging printing companies must act proactively, accelerating the adoption of eco-friendly materials such as water-based inks and sustainable paper. This includes transitioning from solvent-based gravure inks to water-based alternatives, aiming to further reduce VOC emissions and align with the evolving environmental strategies of the tobacco industry. In addition, China is actively promoting a green printing strategy. The national environmental protection standard HJ2539-2014, titled "Technical Requirements for Environmental Labeling Products – Gravure Printing," was officially implemented on December 1, 2014. This marks the third set of green printing-related standards issued and enforced in China. Over the next few years, the widespread adoption of this standard will become a major task for gravure printing companies, including those involved in cigarette packaging. To achieve green printing certification, these enterprises must start by selecting environmentally friendly raw materials, implement energy-saving and pollution-reduction measures throughout the production process, and improve overall management practices in accordance with the standard. Currently, some large-scale gravure printing companies in China have already begun the certification process. It is expected that over 20 gravure printing companies will pass the green printing certification in the near future, including several well-known cigarette packaging printing firms. Despite the challenges, cigarette packaging printing companies remain optimistic and proactive. By strengthening technological innovation and lean management, they are actively embracing green transformations and continuing to thrive amid industry changes.
