As packaging technologies continue to advance, the scale of paper packaging is expected to expand further. For example, a Norwegian liquid food packaging manufacturer recently invested in a new paper packaging line at its branch factory in Shevarsk. This line will specialize in producing food packaging bags, particularly for dairy products and juice drinks. Once operational, the new facility is expected to strengthen the company’s position in the Russian market and give it a competitive edge. The plant, officially launched in December 2011, has an annual production capacity of 800 million units. Before 2010, most Russian manufacturers produced plastic plates. However, in recent years, many have shifted toward cardboard, leading to a significant increase in its market share. In particular, the corrugated paper industry has been growing at a rate of 15% to 20% annually, making it one of the fastest-growing sectors in the Russian paper packaging industry. Despite the global economic crisis, the corrugated paper industry has managed to recover to pre-crisis levels. However, since 2010, the industry has faced challenges, particularly with raw material shortages—especially the lack of affordable materials. As time goes on, the situation has worsened. With the expansion of many production facilities, the industry now faces excess capacity. Although corrugated paperboard remains a widely used packaging material, the utilization rate in the Russian market has dropped to 70%.
