The packaging container is made of a plastic that is both waterproof and water-soluble. The plastic is first polymerized with an inert, water-soluble reactive monomer and then copolymerized to obtain a water-insoluble polymer, followed by a special auxiliary agent. The water-insoluble polymer is activated to give a water-soluble plastic. The rate of dissolution in water can be adjusted at will. This water-soluble plastic packaging container is used for food packaging. After being discarded and put into water, it can be dissolved by itself; it can be waterproof at ordinary times.
